Oracle’s JDK 21.0.13 release notes, dated October 20, 2026, mark a licensing change for that distribution. This update uses the Oracle Technology Network licence, replacing the No-Fee Terms and Conditions used for earlier JDK 21 releases.

The Breakdown

Earlier downloads retain their original terms, according to Oracle’s updated FAQ. That does not keep an old build updated: Oracle warns that archived versions lack the latest security patches.

The OTN licence permits personal use, development, approved-product use and specified Oracle Cloud Infrastructure use, subject to its conditions. Uses outside those permissions require a separate licence. This is not a new charge for every Java application.

The Big Picture

An existing Oracle entitlement or an application supplier’s agreement may already cover a deployment. Oracle JDK 25 remains available under no-fee terms, while Oracle’s OpenJDK releases use an open-source licence. The distributor and version both matter.

Why This Matters for India

For India-based teams managing Java applications, the checklist is distributor, version, deployed use and contractual entitlement.

Pair application-compatibility checks with responsibility for licence review and ongoing updates. These documents establish neither an India-specific bill nor the number of Indian businesses affected.
