Telangana signs BharatNet pact for rural network upgrades

3 minutes

The pact covers upgrades and expansion across 12,769 gram panchayats, backed by ₹3,189 crore in approved support. Home connections remain an expected outcome.

An agreement signed on November 6 sets out implementation of the Amended BharatNet Programme in Telangana, covering 12,769 gram panchayats. The Centre has approved ₹3,189 crore in financial support, with the programme expected to enable around three lakh rural home fibre connections through subsidy support.

The work combines network expansion with an upgrade to older infrastructure. For households and businesses that depend on broadband, the useful change will be a connection that reaches them and stays dependable through everyday faults.

The Breakdown

The programme’s gram panchayat footprint has three parts:

  • 1,946 Phase I gram panchayats will move from a linear network to ring topology.
  • 10,787 Phase II gram panchayats are covered by the programme.
  • 36 newly created gram panchayats are included.

Telangana Rural Internet Infrastructure Corporation Limited, or TRIICL, will implement the programme under a state-led model. The agreement brings together Digital Bharat Nidhi, the Telangana government, TRIICL, BSNL and T-Fiber.

These categories describe the programme’s scope. Counting the entire footprint as newly connected locations would overstate what the agreement announces.

Approval was already on record

The signing follows an earlier approval process. In an August 5 reply to the Lok Sabha, the communications ministry said the Centre had approved Telangana’s proposal for the amended programme and communicated in-principle approval to the state.

The same reply recorded 10,833 gram panchayats connected under BharatNet in Telangana as of June 30, 2026. The agreement therefore builds on a substantial existing network, with upgrades and additional coverage in its scope. The June count does not measure how many homes have a working fibre connection.

The national amended programme itself received Cabinet approval on August 4, 2023. Telangana is now taking a further implementation step within that programme.

Why the network design matters

Ring topology can give data an alternative route when a section of fibre fails. An alternative path can make the network less vulnerable to a single fibre break, depending on how it is designed and operated. Those qualities matter to a shop using online services or a household joining a remote class, where an interruption can make an otherwise available connection unusable.

The broader programme also includes service-level-based maintenance, network operation centres and remote fibre monitoring. The operational challenge extends beyond laying cable: faults need to be detected, repairs organised and service performance measured.

For broadband providers and infrastructure suppliers, the useful signals to follow are awarded work, commissioned upgrades and active customer connections. The approved financial support alone does not establish how much equipment has been ordered or how much revenue any supplier will earn.

The Crunch

The agreement gives Telangana a defined implementation framework for a more resilient rural broadband network. Around three lakh home connections are an expected outcome, with delivery still to be demonstrated. The November announcement does not give a completion deadline, a household tariff or a connection-by-connection rollout schedule. Actual availability, service quality and uptake will determine how much of the programme’s promise reaches rural users.
