Japan’s shopping refund changes

1 minute

Treat checkout, packing and departure as one shopping plan, with the refund method checked before you commit.

Japan’s tax-free shopping system changes for purchases from November 1. Eligible visitors now pay the tax-inclusive price, with the consumption-tax equivalent refunded after customs confirms that the goods are leaving Japan.

The Breakdown

Purchases must total at least ¥5,000 before tax at one store on one day. Travellers need customs confirmation within 90 days of purchase. Consumables used in Japan are ineligible, even though the special-packaging requirement has been removed.

For Indian visitors, this means budgeting for the checkout payment separately from the later refund, rather than treating them as simultaneous.

Before the suitcase leaves you

Narita Airport’s instructions put customs confirmation before baggage check-in and security. Bring the passport and all purchased tax-free goods. Once the baggage has been checked in, the airport says it cannot be retrieved for this inspection.

Refund arrangements also differ. Narita says some stores do not offer airport cash refunds. Card and other electronic refunds follow the instructions provided at purchase; customs confirmation is still required first.

The Crunch

Ask the shop how its refund works before paying. Check the departure airport’s sequence before packing. Do not assume every refund is available in cash.
